A private photographer and videographer capture the proposal from start to finish, so you still walk away with the full set of photos and video without the extra time commitment of a full dinner service.

Yes, and I would book somewhere close. After a proposal nobody wants a forty minute drive, and the adrenaline drops fast.
Is the Burj Khalifa lit at all times of the evening?
The tower is lit through the evening with light shows at intervals. I time your arrival around what is running on your date rather than leaving it to chance.
Is a rooftop a bad idea if she is scared of heights?
Yes, and people forget to ask themselves this. A terrace with an open edge is not the place to find out. Ask her indirectly before you book.
