Can You Film Your Proposal With a Drone in Dubai? The 2026 Rules
Published October 12, 2026
By Ankur Bagga, founder of Proposal Dubai. We produce drone shows, fireworks and aerial proposals across the UAE. Last reviewed: 22 September 2026.
You can’t legally fly your own drone at a proposal in Dubai. Hobby flying in the emirate has been suspended since early 2026, and any commercial flight needs a licensed operator cleared by the Dubai Civil Aviation Authority (DCAA). A licensed crew can still film aerial footage or fly a full drone light show for you. A photographer can shoot a low-key proposal in most public places, but a styled setup in public needs permission.
The rules changed twice this year and most guides online haven’t caught up. What follows is what we deal with when a client asks for something in the sky: the permits, the lead times, the weather calls and the prices.
The quick reference
| What you want | Allowed? | What it takes | Lead time |
|---|---|---|---|
| Fly your own drone | In practice, no | Recreational flying in Dubai suspended since early 2026 | n/a |
| Aerial footage from a hired drone | Yes | Licensed operator with DCAA clearance for that place and time | Several working days minimum |
| Drone light show | Yes | Licensed show operator, airspace approvals, backup night | Weeks |
| Частные фейерверки | Yes | Permit filed after the venue’s no-objection letter | About a month |
| Banner towed past your balloon | Yes | Airspace slot booked alongside the flight | 4 to 6 weeks |
| Projection on Ain Dubai | Yes, subject to approval | 30, 60 or 90 seconds; the content itself is approved | Ask early |
| Photographer, public place, simple proposal | Generally yes | No styled setup | None |
| Styled setup on a public beach or landmark | Only with permission | Arranged in advance | Varies |
What happened to drones in Dubai in 2026
From March to June, nothing flew. The UAE’s General Civil Aviation Authority suspended drone operations in early 2026, and from 1 March the DCAA applied the same restrictions across Dubai. Permits issued before the suspension were voided.
On 30 June 2026 commercial operations resumed under the existing framework: federal certification, DCAA clearance and a job-specific permit. Recreational flying in Dubai was reported as suspended “until further notice”, and I haven’t seen that change. I recheck the position every time a client asks for aerial work, because it can move quickly.
Should you bring your own drone?
Leave it at home. Guides disagree on whether visitors can even register (some say a passport works, others say an Emirates ID is required), and in Dubai the recreational route is closed anyway. Reported fines for flying unregistered run from AED 1,000 to AED 20,000, and filming people without consent is treated as a privacy offence with reported fines of AED 50,000 to AED 500,000.
If your photographer flies a drone
They need to be a licensed commercial operator with permits for that location and time. Reported Dubai fees are around AED 1,500 for a single-flight no-objection certificate plus AED 3,000 for the aerial filming permit, with requests filed several working days ahead. Then the operating limits:
No night flying without special approval. This is the one that matters for proposals. Most of ours happen at sunset or after dark.
120 metres maximum, always in the pilot’s line of sight.
About 50 metres from people and property not involved in the flight.
No-fly zones around both airports and sensitive sites, which covers a good part of the city.
So legal aerial footage at a proposal usually means golden hour or sunrise, in open desert. If someone promises you drone footage of a 9 pm beach proposal, use the four questions at the end of this guide.
How we get the view from above without a hobby drone
A 360 camera on a 3-metre pole. It’s part of every standard package, alongside cinema cameras and GoPros, and it gives a top-down shot of the setup that reads like drone footage in the final film.
Height from the venue. Rooftops, terraces and yacht upper decks. On our sailing boat proposal, the question is written across the sail and appears as it unfurls, which the photographer shoots from the deck above.
Go up yourselves. STEEL & SKY is a private 12-minute helicopter flight, with a large “Will you marry me?” banner laid out on the ground so she reads it as you descend, and a photoshoot on the tarmac after. FLAME & FOREVER takes you up in a hot air balloon at sunrise while a paramotor flies a custom banner past you at altitude. See our sky proposals.
Drone light shows
A drone light show is a different thing from a camera drone. Hundreds of lit drones fly together to draw pictures and words in the night sky. Our PIXELS & PROMISES show starts from 300 drones and eight custom animations timed to music. Most couples tell their story in the sequence: the city where they met, a private joke, the ring, then the question. It comes with a luxury tent, a floral walkway, dinner and a live violinist. Price is on request, because every show is designed from scratch.

What I tell every couple before they commit:
Wind decides. Too strong and the show doesn’t fly. We hold a backup night for every show [CONFIRM policy and whether the backup costs extra], which is why it should never be on the last night of your trip.
Desert or water. You need open sky and distance from people and buildings.
Where she stands matters. The animations have a front. We decide her exact position, the photographers’ positions and the direction of the show together, so the reveal happens in front of her, not over her shoulder.
Approvals take weeks. Talk to me early.
Fireworks
Private fireworks are legal with a permit. What they cost with us, VAT and every permit included:
| Where | All-in price | Not included | Why the difference |
|---|---|---|---|
| Пустыня | AED 89,250 | Venue | Fired from the ground |
| Beach or yacht | AED 120,750 | Venue or yacht charter | A barge has to be positioned at sea to hold and fire the shells |
The order of events is what catches people out. The venue has to issue a no-objection letter first. It only does that once its own fee is paid. Then the fireworks permit takes 10 working days. Realistically, allow a month.
A smaller option is cold pyro: four units firing sparks 2 to 3 metres high for 20 to 30 seconds at the moment she says yes. It still needs the venue’s approval, which we handle.
Photography rules
Public places. A simple photoshoot on a public beach, in the desert or near a landmark is usually fine. Malls and attractions set their own rules and want notice for anything more.
Styled setups in public. Arches, signs, candles and florals on a public beach or landmark forecourt need permission. Without it, the setup can be stopped before she arrives.
Hotels, resorts, yachts. Private property with their own rules on photographers and timing. Some beachfront venues won’t allow sunset setups at all. More on that in when to propose in Dubai.
Other people. Photographing or publishing people without consent can break UAE law. Our photographers frame strangers out, and we never publish a recognisable bystander.
Where our photographers hide
The crew is in position before you arrive, dressed to blend in: as staff, as guests, or out of sight behind the setup. On bigger productions there are two shooters, one on you and one on her face, because her face is the shot you’ll look at for the rest of your life. Before the night, you and I agree exactly where you’ll stop walking and which way you’ll turn her. The crew builds their positions around that.
What you receive: 100 edited photos, 10 fully retouched images, a highlight film of up to two minutes, a vertical reel of up to one minute, and every raw file.
Four questions to ask anyone who promises drone footage
1. Is the operator licensed and cleared by the DCAA for this location?
2. Is the flight approved for this time of day, including after sunset?
3. If the permit is refused or the wind cancels it, do I get a backup night, an alternative or my money back?
4. Who owns the footage, and when do I get it?
Tell me what you’re picturing
Send me the shot you have in your head: a screenshot, a video, a sentence. I’ll tell you whether it’s possible in Dubai, what it takes to do it legally, and the full price.
WhatsApp me. I answer these myself.
